The essentials, at a glance

Built to meet DDS requirements for SDP providers
Our invoices follow DDS's December 2023 guidance for SDP providers. Documentation follows the IPP, the spending plan and our signed service agreement.
Every invoice includes
- Hourly rate and SDP service code
- Date of each service
- Description of each task and time spent
- Cost of each task and the total
- A statement that the services were provided
- A signed, dated certification of accuracy
We bill by the hour, never as a flat monthly fee or "as needed". Invoices are reviewed by the participant (or representative) and the FMS.
Every session is documented
- A service log after each session: service code, place, activities, goals worked on, and progress
- Notes in the participant's own words when possible
- Monthly progress summaries shared with the IF or service coordinator, with the participant's permission
- Records kept at least three years and available to DDS and designated agencies on request
Settings we respect
- Community Integration Supports happen in community settings, never in the participant's residence
- Community Living Supports happen in the home and community
- HCBS settings requirements guide every plan: choice, privacy, dignity, and freedom from coercion
Safety and incidents
- Staff are mandated reporters of suspected abuse or neglect
- Incidents are documented within 24 hours and shared with the participant's team as appropriate
- Concerns are welcome through our feedback and concerns process

SDP rules that come up often
Service definitions: 320 and 331
Community Living Supports (320) facilitate independence and community integration regardless of residential setting: socialization, personal skill development, community participation, education and leisure, home and personal care, health-related support, and parenting support. Delivered in the home and community. Room and board excluded. Types and mix of supports and any special provider qualifications are specified in the IPP.
Community Integration Supports (331) are tailored to personal outcomes for community participation, interdependence and independence, in integrated community settings the participant chooses, on a regular schedule of one or more days a week, and not in the participant's residence. Examples include socialization, communication skills, art and recreation, continuing education, faith and senior groups, peer mentoring, mobility services, and friendship building.
Spending plan certification (AB 143)
Spending plans list each service, its frequency, SDP service code and cost. Before certifying, the regional center confirms each good or service addresses IPP goals, isn't available from generic services (Medi-Cal, IHSS, DOR, school districts, private insurance), and is eligible for federal financial participation. Funds may be transferred between service codes and budget categories at any time in the budget year with regional center or IPP team approval. The regional center notifies the FMS within three business days of a finalized change.
Electronic Visit Verification in SDP
EVV applies to in-home visits for SDP codes 320 (Community Living Supports), 313 (Homemaker), 310 (Respite), 359 (Home Health Aide), 361 (Skilled Nursing), 372 (Speech, Hearing and Language), 375 (Occupational Therapy) and 376 (Physical Therapy). The employer of record is responsible: the business in bill payer services, the FMS in Co-Employer, and the participant (who may use the FMS's system) in Sole Employer. Visit records include the participant's UCI and service code and link to the FMS vendor number.

Background checks
Required before work begins for participants' employees who provide direct personal care (except paid family members living in the same home) and for employees of non-vendored providers who provide direct personal care. Employees of regional center vendors don't need a DDS check unless the vendor requires it. The participant or FMS may request a check for any provider. The provider pays for fingerprinting. DOJ and FBI results go to the DDS Office of Protective Services, which sends a clearance letter to the FMS.

Pre-enrollment supports
After orientation and before enrollment, regional centers may fund an initial person-centered plan (up to $1,000, service code 024, with case-by-case increases) and General Self-Directed Supports coaching (up to 40 hours, service code 099, through a vendored provider or the Participant-Directed Services option via an FMS).
FMS fees and costs outside the budget
Since July 1, 2022, regional centers pay FMS costs outside the individual budget. Also outside the budget: insurance co-pays, CIE incentives, PIP payments, certain rent payments, SSI/SSP, Coordinated Family Supports, and Coordinated Career Pathways.
